Update on Provisional Licensure Bill

The House Committee on Health and Human Services favorably passed House Bill 1081, Provisional Licensure Changes Medicaid. Dr. Beth Melcher, explained the bill to the committee- this bill clarifies language in the statute around provisional licenses. The Center for Medicaid Services (CMS) does not recognize the Provisional license as a full license. Because of this, NC has had to create workarounds to ensure Provisionals can get paid. These workarounds allow Provisionals to bill under other people’s Medicaid numbers. This creates opportunity for abuse. Representative Dollar told the committee that this bill allows social workers to get paid. Representative Insko made a motion to pass the bill with a favorable report. The bill passed the committee with no objections. From here, the bill will go to the House floor.

After the House, if passed favorably, the bill go will go to the Senate for approval. If the Senate approves the bill, the bill will go to the Governor to be signed into law.

Please do not change your title or change how you currently bill until this bill is signed into law and changes take affect!
